Give a manifest its version, release id, package version, and content hashes.

A full build passes a hash for every dataset. An incremental admission passes the hashes of the datasets it imported; the rest keep the hash they already carry, since incremental import never touches existing nodes. Any dataset left without a hash is an error. torchcell_version and torchcell_tag are what the stamping checkout reports (checkout_package_version); the release names them from now on.
