Bases: ProvenanceGapCensus

The gap census, extended to every carrier and to undeclared None values.

ProvenanceGapCensus counts the gaps a build DECLARES. A field that is simply None with no gap declares nothing, and is indistinguishable in a report from a field that was never applicable, so it is counted here separately, keyed by Class.field, alongside how many carrier objects of each class were seen.
