check_all(data_root: Path, surface: SchemaSurface) → list[DatasetCheck]

Check every built dataset under DATA_ROOT for schema staleness.

Per directory this is check_store(), so the scan sees an unreadable store the same way build_dataset_lmdb --list-stale and the live rebuild’s preflight do. The reported name is the manifest’s own dataset_name where there is a manifest to read it from, and the directory name otherwise.
