copy_verified(src: str | Path, dest: str | Path, expected: str) → None

Copy src to dest after verifying src against expected.

The source is hashed before anything is written and the copy goes to a sibling .partial file renamed into place, so a refusal leaves dest as it was. The copied bytes are re-verified at build time by verify_raw_files.
